• A Wilmington man is being held on murder charges in connection with Wednesday's minivan crash in Delaware that killed a woman and her daughter.

• Authorities say 49-year-old Anthony Friel was asleep in his car at a traffic light around 10 a.m. When officers approached the vehicle to check his status, he drove off through a barricade and onto the boardwalk at Arkansas Avenue.

• New Jersey Attorney General Matt Platkin has issued new guidelines for police to improve outcomes of barricade situations.
