Lady Jana constructs a contraption to capture Blister’s thoughts. Blister spies strange delivery trucks arriving at the creepy castle. Meanwhile, Muck receives an unexpected letter from afar.

Tempers flare when Blister discovers Muck opened the bell tower as an overflow refuge to creatures cramped in Madam Putreska’s caverns. Spindle finds the new guests especially frightening. When Blister lies to Muck about his upcoming role in the Lady Jana’s revolution, the rats’ budding connection cracks.

Still trapped inside the Lady Jana’s castle, Blister encounters a barmy old chap in rags who roams the dreary rooms. Jana explains how she will turn Blister’s thoughts into tangible proof of animal intelligence. She will use the evidence to knock mankind off the animal kingdom’s throne, thereby restoring balance. Blister doubts her plan, but celebrates her promise to pay him amply with food.

Lady Jana corrals Blister in a dilapidated castle she calls her laboratory. Nonetheless, she cuts a glamorous, eccentric figure. She uses her wealth to promote equality not just between men and women, but also between humans and animals. Blister’s doubts prevail when he happens upon a room full of wind-up toys and taxidermy animal specimens.

Muck volunteers to help Madam Putreska decode the distress message, which is written in a foreign language he knows. As thanks, Putreska promises to train him in martial arts. Blister stuffs his simmering jealousy and sets off to find Jana, the woman who claims her scientific animal studies will make the world a better place.

To find Secret Agent Horchata, Blister, Muck, and Seltzer take to the sewers. OpeRATives beat them to the task. Like Ooze, Horchata has been electrocuted into a silent stupor. While Madam Putreska devises a plan to expose the rogue setting the traps, the opeRATives receive an urgent distress signal.

Days pass while Blister continues to coach Muck. The city’s new electric power grid suffers inexplicable outages. One of the secret agent spy pigeons, Seltzer, surfaces to report a catastrophe. While investigating the electric rattraps, his partner, Horchata, was captured.

After Muck is found hiding in the bell tower, Blister decides to teach the Silver Whisker how to survive in the city. Muck flounders in his attempts to adopt new skills. He causes several uproars out on the streets. Blister’s goals to rid himself of the needy nuisance are dashed.

Putreska rewards Blister for his services. She warns him that many creatures are disappearing because of the new rattraps. Homeward bound, Blister encounters a mysterious woman who offers him food if he will take part in what she calls a scientific animal study.

Muck disappears without a goodbye or thank you to his host. Blister dodges Dr. van Sangfreud rattraps, on his way to Madam Putreska’s caverns. He discovers Ooze, an opeRATive, has been zapped senseless. Blister needs to guide her to the caverns, but he is also being tailed by two sneaky cats.
