When Bobby Joe Long's violence towards women escalates, he develops a pattern of picking them up or abducting them from "the strip" in Tampa. Many of them were involved in the sex industry but some of them were just unfortunate enough to live in it's proximity. 

Though detectives connected a few of the cases early on, they had no leads as to who the perpetrator was and Bobby was picking up the pace. It was a grave error on his part to let Lisa McVey go. Her incredible ability to remain calm and remember details was his undoing.
