The Center for Eurasian Studies (AVİM), a non-profit think tank based in Ankara, has celebrated its 14th anniversary on 2 January 2023. Ulusal veya Etnik, Dini ve Dilsel Azınlıklara Mensup Kişilerin Haklarına Dair Bildiri'nin (bundan böyle Bildiri) kabul edilmesinin 30’uncu yıldönümü, 13 Eylül 2022 Salı günü başlamış olan BM Genel Kurulu'nun (BMGK 77) 77’nci oturumunda BM'de kutlanmıştır. BM Genel Kurulu, 18 Aralık 1992 tarihinde, Bildiri’yi 47/135 sayılı Karar ile, oylama yapılmaksızın, kabul etmiştir. BMGK kararının dördüncü giriş paragrafında belirtildiği üzere, Bildiri, Medeni Haklar ve Siyasi Haklara İlişkin Uluslararası Sözleşmesi’nin (bundan böyle Sözleşme) etnik, dini ve dilsel azınlıklara ait kişilerin haklarını konu alan 27’nci maddesinin hükümlerinden esinlenmiştir. BM Anlaşmaları Serisine göre, bu Sözleşme 23/09/2003 tarihinde Türkiye tarafından onaylanmış, 23/12/2003 tarihinde yürürlüğe girmiştir. BM Bildirisi’nin 2/1 sayılı paragrafında, “Ulusal veya etnik, dini ve dilsel azınlıklara mensup kişiler, kendi kültürlerinden yararlanma, dinlerini açıklama ve uygulama ve dillerini özel ve kamusal alanda özgürce ve müdahale veya herhangi bir ayrımcılık olmaksızın kullanma hakkına sahiptir.” ifadesi mevcuttur. ...
