Chelsea Small was killed in cold blood while working at a cash advance store. Sounds like a cut-and-dry robbery right? Wrong. Some of the details in this case appear to point to a targeted killing. And the craziest part about all of this is that much like the Missy Bevers case, the killer was caught on video, very clearly. He was calm, unbothered even though he had just murdered a young woman. He has identifiable features and mannerisms, someone knows who this is and 2021 is the year he needs to be found.
