God Authorities Are Identified as Terrors To The Wicked
Not only does the Apostle Paul identify the rulers he’s writing about in Romans 13 as authorities rather than powers (as the difference described in previous articles), but also as servants of God he distinguishes them as terrors to the wicked (Rom. 13:3-4).
“For rulers hold no terror for those who do right, but for those who do evil… if you do evil, be afraid, for he does not bear the sword for no reason. For he is the servant of God, an avenger who carries out God's wrath on the wicked.”
