Former Minneapolis police officers Tou Thao, J. Alexander Kueng and Thomas Lane were found guilty of violating George Floyd's civil rights by a federal jury in St. Paul, Minnesota, on Thursday.

The 12 jurors -- four men and eight women -- found Lane, Kueng and Thao guilty of depriving Floyd of his civil rights by showing deliberate indifference to his medical needs as former Minneapolis police officer Derek Chauvin knelt on Floyd for more than 9 minutes on May 25, 2020 -- ultimately killing him.

President Joe Biden on Thursday unveiled new, "devastating" sanctions on Russia meant to punish the country for its full-scale invasion of Ukraine, calling out Russian President Vladimir Putin for his aggression. 

"Putin is the aggressor. Putin chose this war. And now he and his country will bear the consequences," Biden said, laying out a set of sanctions including export controls that will "impose severe cost on the Russian economy, both immediately and over time." 

Biden addressed the nation from the White House East Room, his first appearance in public since the Russian attack commenced late Wednesday.

Russian troops have moved into the eastern region of Ukraine that Russia has now recognized as “independent,” according the prime minister of NATO member Latvia and sources familiar with US intelligence.

The Biden administration is expected to announce it will allow sanctions to go ahead on the company in charge of building Russia’s Nord Stream 2 gas pipeline, after blocking sanctions last year.

Three US officials describe the sanctions as part of a series of penalties the US and its allies have imposed on Russia this week, following Russian President Vladimir Putin's recognition of separatist territories in eastern Ukraine as independent.

An official said the administration decided to move forward with the sanctions after Germany on Tuesday announced it was halting the certification of the pipeline.

President Joe Biden described events now underway in Ukraine as “the beginning of a Russian invasion” as he unveiled new sanctions to punish Moscow on Tuesday.

Biden's description of Russia's actions in Ukraine immediately ups the stakes for his response.
