We spend a lot of time on this podcast talking about the complexities inherent in giant source selections government by FAR Part 15 rules. Which means we talk about the few major acquisitions and maybe neglect the vast majority of Government purchases - those that are below the Simplified Acquisition Threshold (SAT) and even smaller, those that are below the Micro-purchase Threshold (MPT). This is where the majority of transactions occur.
Today Kevin and Paul talk micro-purchases. Listen and learn how the thresholds are set up to streamline small dollar buys, who makes these purchases, and how industry's interaction with the Government changes for micro-purchases.
Also note, the thresholds are updated to keep up with inflation. Effective 31 August 2020 the MPT is $10,000 and the SAT is $250,000. This episode references the previous lower thresholds.

Many recompetes are lost because the incumbent contractor becomes overconfident and fails to recognize changes that have occurred during the period of performance of their current contract. Letter contracts are a special type of contract that allow the Government to authorize a contractor to start work immediately when there isn't time to negotiate every detail of the contract in time to meet the requirement.

Contracting Officers must determine that a company is responsible before awarding a contract. How does a small company that has never done business with the Government convince the Contracting Officer that they are responsible?
Paul welcomes special guest (and Skyway contracting officer) Shelley Hall to discuss Certificates of Competency. (FAR 19.601) Small businesses may not be able to meet the FAR requirements for responsibility, this doesn't mean they can't perform, just that they haven't yet developed the history and expected documentation. A Certificate of Competency is sort of a "blessing" from the Small Business Administration that allows these small businesses to get contract awards.
