Vancouver, 1989: When the body of forty-four year old nurse Cindy James is discovered in the yard of an abandoned house, her death was considered a suicide. But she was drugged, and her hands and feet bound in a way that suggested foul play.
And what of the dozens of instances of harassment, stalking and violence that Cindy had reported over the previous seven years?
