We have heard this phrase before 'you are not civilised' but what does that mean? What actually is being civilised.What does it mean if someone is Civilised?

Acoording to one definition I found being Civilised is being

polite

I look to examine what I consider to be civilised by examing the words of Margraet Mead who said: “Helping someone else through difficulty is where civilization starts,” Margaret Mead said, “Never doubt that a small group of thoughtful, committed citizens can change the world; For, indeed, that's all who ever have.”.
