Earlier this month, the Assembly rejected AB378, a bill that would extend, and make changes to California's landmark cap-and-trade program. The legislation had earlier cleared the Senate, but strong opposition from the oil industry and some businesses led to defections in the Assembly. Passing this legislation is high on the governor's list, but time is running out.
