The European Commission fined Valve and the game publishers Focus Home, ZeniMax, Koch Media, Capcom, and Bandai Namco a combined 7.8 million Euros for geo-blocking roughly 100 PC games, preventing them from being played outside certain EU countries and breaking EU’s Digital Single Market rules.

No provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider.

There is also a section right after that on Civil Liability that offers further protections for taking certain moderation actions.
