It's the 40th Anniversary of the 1983 City Creek flooding causing the formation of the "State Street River." the cause-- was the result of abnormally high precipitation totals for several months and culminated into weeks of issues. The 1981 and 1982 precipitation totals were off the charts, according to the Utah Department of History. The handshake agreement comes with a 99-page debt limit bill. Speaker McCarthy says that he'll give everyone 72 hours to read it before he puts it up for a vote. Any negotiations attached to the debt ceiling are a Republican win. Biden wanted a clean, no-strings-attached bill, He didn't get it. LINDSAY WATTS, ABC NEWS CORRESPONDENT, WASHINGTON. Republicans passed their own version of a bill that raised the debt limit and cut spending. It didn't go anywhere because it had zero bi-partisan support. That's why House Speaker Kevin McCarthy and the President had to get together and negotiate this current deal. One thing that ended up unnegotiated was President Biden's $500B student loan forgiveness program. KSL Legal Analyst, Greg Skordas.  Republicans can spin a win -- sort of with a new work requirement for people who qualify for food stamps -- sort of because they wanted to raise the work requirement to age 64 and agreed to raise it to 54. SNAP -- not Medicaid. Would require able-bodied adults with no kids -- up to age 54 instead of 49 to work 20 hours a week/training program. The Republicans wanted age 64 saying it would save about $11 billion over a decade. Not sure what the new age requirement will save taxpayers.
