Numbers 30:1,2 Moses spoke to the heads of the tribes מטות of the

children of Israel, saying, “This is the thing which the LORD has

commanded. When a man vows a vow to the LORD, or swears an oath

for the war, that they may go against Midian, to execute the LORD’s

armed for war. Moses sent them, one thousand of every tribe, to the

war, them and Phinehas the son of Eleazar the priest, to the war, with

the vessels of the sanctuary and the shofars for the alarm in his hand.
