62-STORY TWIN-TOWER PROJECT PLANNED IN CAMBODIA
Cambodian developer OTK Royal One has entered into an agreement with Chinese construction firm Sichuan Huashi Group to build a high-rise twin-tower project in the Cambodian capital, Phnom Penh, The Phnom Penh Post reports. Royal One, a US$150-million mixed-use development, will stand 62 stories and include condominiums, offices, a five-star international hotel and retail. Amenities include an infinity pool in a skybridge connecting the two towers near the top. Construction is set to begin in September and will take three years to complete.
GOVERNMENT JOINS SUIT OVER ALLEGED MTA ADA VIOLATION
The federal government has joined a 2016 lawsuit that alleges New York City's (NYC) Metropolitan Transportation Authority (MTA) violated federal law when it did not include an elevator in major renovations at a Bronx subway station, the Queens Chronicle reports. In a complaint made public March 13, the office of the U.S. Attorney for New York's Southern District is asking that the court find the MTA violated the 1990 federal Americans with Disabilities Act (ADA) and that it "enter into an injunction requiring the defendants to install elevators at the Middletown Road station." The original complaint was filed by disability advocacy group Bronx Independent Living Services and stemmed from the renovations undertaken between October 2013 and May 2014. Of MTA's 472 subway stations, only 118 are handicapped accessible, but funding has been approved for upgrades at 25 more.

ONE MASSIVE DEVELOPMENT BECOMES TWO IN CHICAGO
Riverline, a US$2-billion, multiple-tower residential development on 13 acres on the Chicago riverfront is now two separate projects — one called Riverline by Chicago's CMK Cos. and the other yet to be named by Australia's Lendlease, the Chicago Tribune reports. The developers, which had previously joined forces, will continue to use a Perkins + Will master plan, but make their own property mix, financing and construction timeline decisions. CMK takes over the 8-acre parcel south of the Bertrand Goldberg-designed Marina City complex, and Lendlease, the 7-acre portion north of River City Condominiums. The first of five buildings planned by Lendlease, a 29-story apartment tower on South Wells Street, is looking at a summer completion. CMK plans to start construction on a 19-story apartment tower, the first of three, in 2019.
ONE OF WORLD’S TALLEST STUDENT TOWERS FOR MELBOURNE
Geneva, Switzerland-based private-equity firm Pamoja Capital has purchased a piece of property in Melbourne on which it plans to build one of the world's tallest student-housing towers, The Urban Developer reports. Previous owner Greenfort Capital will remain involved in development management at the "prime" site overlooking Queen Victoria Market at 478-488 Elizabeth Street. Envisioned is a 52-story building with approximately 860 student beds, as well as co-working space. Greenfort said it is encouraged by the strength of Melbourne's education market and looks forward to working with Pamoja.

    EU ADOPTS EFFICIENCY LEGISLATION
The European Federation of Elevator Small and Medium-Sized Enterprises (EFESME) reports that the European Union (EU) has adopted a series of legislative acts with the goal of improving energy efficiency and reducing the environmental impact of buildings and industrial products. Although lifts are not included in the scope of the legislations, they have been included in the product list of Working Plan 2016-2019 of the Eco-Design Directive. This list consists of products estimated to have relevant potential in terms of energy savings and environmental impact. Products on it will be studied by the European Commission (EC) to verify the possibility of improving their environmental impact, and lifts have been under study since the second half of 2017. Once the two-year study is complete, the EC will be able to execute an impact assessment that will allow deciding, after consultations with stakeholders, whether to widen the scope of the Eco-Design Directive to lifts. If so, the EC can decide to approve either an implementing measure (specifying an ecological design for lifts) or a self-regulation measure proposed by the industry and elaborated in accordance with the directive.

GLASS LIFT SHAFTS PART OF AUSTRALIAN TOWER DESIGN
Glass lift shafts are among features Fender Katsalidis incorporated into its winning design for 32 Smith Street, a 27-story office tower GPT Group plans to build in the central business district of Parramatta, Australia, The Urban Developer reports. Parramatta is a suburb of Sydney and has office vacancy rates ranging from 3% to zero. That creates optimism for GPT and city officials, who quickly approved the project. The glass shafts will join glass façades and widened footpaths that will "improve the visual and pedestrian connection to the nearby Parramatta River and surrounding streets." Construction is expected to start this year and be complete in mid 2020.

WORLD’S SKINNIEST SKYSCRAPER PASSES HALFWAY POINT IN NYC
Construction on New York City’s (NYC) third-tallest and the world's future skinniest building, 111 West 57th Street, has passed the halfway point of an eventual 1,428 ft. or 82 stories, New York YIMBY reports. The building will be notable for its 24:1 slenderness ratio — leaving room for only one residence per floor — and distinct design by SHoP Architects featuring a terracotta, bronze and glass façade. Incorporating the historic Steinway Building, 111 West 57th Street will have 60 condominiums starting at more than US$15.5 million. JDS Development and Property Management Group are behind the project, which, at the current rate of construction, could be finished in 2020.

KONE PROVIDING VT FOR NEW DUBAI OFFICE BUILDING
KONE has been selected to provide the vertical-transportation (VT) package for ICD Brookfield Place, a 54-story, 282-m-tall office tower being built in Dubai. The order includes 17 MonoSpace®, 27 MiniSpaceTM and two scenic elevators, and five escalators. Scheduled for completion in March 2019, ICD Brookfield Place will contain more than 950,000 sq. ft. of office space and be connected to a five-story, 150,000-sq.-ft. retail center. The project also includes a 21,000-sq.-ft. public area flanked by restaurants and parking for 2,700 cars. Developers are Investment Corp. of Dubai and Brookfield JV, and the main contractor is Multiplex Ssangyong JV.
ELEVATOR OVERHAUL PART OF “HISTORIC” WILLIS TOWER PROJECT
A five-year elevator overhaul that includes bringing in a destination-dispatch system is among improvements underway at the 110-story Willis Tower in Chicago that Willis General Manager Gary Michon describes as “historic,” Energy Manager Today reports. Aimed at reducing energy consumption and improving operational efficiency, the upgrades span six months to five years. Michon says the new elevator system will get tenants to their destinations faster and allow the building’s freight elevators to “talk” to one another. Including the addition of 300,000 sq. ft. of retail, the improvements will help the 45-year-old building retain and attract tenants.
SUSTAINABLE TOWER, CIRCULAR TECH HUB FOR EASTERN PARIS
A 180-m-tall mixed-use tower and circular technology hub are the centerpieces of a plan for the Clarenton-Bercy District in eastern Paris unveiled by a team led by Bouygues Immoblier UranEra at the MIPIM international property show going on through March 16 in Cannes, France, the Council on Tall Buildings and Urban Habitat reports. Skidmore Owings & Merrill (SOM) is the architect, and Ateliers is the landscape architect. Consultancy AREP and community think tank Le Grand Reservoir are also involved. The approximately 54-story tower will contain a hotel and residences overlooking a landscaped garden bridge over active railroad tracks. The highly sustainable structure will join a circular, raised timber building over a public courtyard boasting views of the Seine.

ALIMAK BMUs FOR CHINESE CITY’S TALLEST BUILDING
Qingdao CONSON Development Group has selected Alimak Group's CoxGomyl building maintenance units (BMUs) for the Haitian Center, three towers in Qingdao, China, housing hotels, a commercial center, a museum and apartments. At 369 m, or roughly 111 stories, one of the towers will be the tallest in the city. The order covers design, manufacturing, installation, testing and commissioning of seven sets of BMUs valued at approximately US$5.8 million. Other vertical-transportation companies involved in the Haitian Center include Lerch Bates Inc., which designed the vertical and horizontal transportation system. Completion is anticipated in 2019.

FIRST-OF-THEIR-KIND ESCALATORS ON NEW CRUISE SHIP
Twenty-eight large elevators and eight sets of public-area escalators — the first such escalators on a cruise ship — are among amenities on Dream Cruises' new Global-class ship, for which a ceremonial steel cutting was held in March at MV Werften shipyards in Wismar and Rostock, Germany, by Genting Hong Kong, Passenger Ship Technology reports. Genting Cruise Lines ultimately plans four ships, each 342 m long, 46.4 m wide and with drafts of 9.5 m. Genting Group CEO Tan Sri Lim Kok Thay said the ships are not only the largest cruise ships to be built in Germany, but also among the most technologically advanced, with features such as facial and voice recognition and automated robots to perform routine tasks. They are being designed "specifically for the rapidly growing Asian cruise market."

    NAEC ADDS STAFF MEMBER
Darrah Johnson joined the National Association of Elevator Contractors (NAEC) staff in February as certification board and office assistant. Johnson’s responsibilities will be serving as staff liaison to the certification board and managing tasks for NAEC’s American National Standards Institute accreditation, as well as handling the education-board ballots. She will also be responsible for daily administrative duties. She has experience in accreditation and certification, project and conflict management, handling of contractual and legal documents, and daily administrative duties. “Please join us in welcoming Darrah to the NAEC family,” NAEC Executive Director Teresa Witham said.

PRIVATE ELEVATOR ENTRIES HELP DISTINGUISH MIAMI CONDO TOWER
Private elevator entry into each condominium and expansive glass terraces that take full advantage of views are among features aimed at attracting buyers to the 47-story Una tower planned at 175 SE 25th Road on the Brickell waterfront in Miami, Curbed Miami reports. The developers are OKO Group and Vlad Doronin, in partnership with real-estate investment firm Cain International. Adrian Smith + Gordon Gill Architecture designed Una, which will have 135 units starting at approximately US$900,000. Residents will enjoy views of Key Biscayne, downtown Miami, Miami Beach, Coconut Grove and Coral Gables.

WORLD’S LARGEST MODULAR HOTEL DEBUTS IN MANHATTAN
A grand opening was recently held for what is being described by construction firm Rinaldi Group as the world's largest modular hotel, CitizenM at 189 Bowery in Manhattan. Following success in Asia and Europe, modular construction is one of the fastest-growing trends in real estate, according to Rinaldi, as it saves time and money and limits street closures — a positive for cities like New York. Curbed New York previously reported on the "curious concrete finger" poking up near the intersection of Bowery and Delancey that was actually CitizenM's elevator shaft. Standing 20 stories, CitizenM has approximately 300 rooms and was constructed using modular units manufactured in Poland.
