    The role of the Emergency Manager in today's public and private emergency services is misused and clouded.     We are taking a look at re-framing of the Incident Management Structures. It has been over 50 years since FIRESCOPE “created” the Incident Command System and the Incident Management Structures. Is it time to re-frame how emergency management and response operates?

    Timothy Riecker writes “After examining these models, I think most will agree that in incident management we really do use the Team of Teams model, but not to the fullest extent. Why is that? I think it’s primarily because we graphically depict our organizations using the Command model and so much of our mindset is fixated on that structure and a perceived rigidity of the positions and flow within that structure. Sure, the Command model is cleaner and less intimidating, but it psychologically predisposes us to silos. In ICS, for example, we do have people coordinating across sections, but aside from the ‘scripted’ activities (i.e. those within the Planning Process), it seems to not come easily. “

It can be used to plan and manage the coordinated effort for improving the overall incident management. It can also be used to improve the execution of activities within each phase. While all of these applications are important, the most critical area demanding immediate attention is the planning and management of the actual response following the occurrence of an incident. The need is to focus first on the large-scale incidents that have the potential to affect a huge number of people, typically classified as major disasters.

  • Reaching The Next Generation of Emergency Managers With The Youth Emergency Preparedness Council
    Youth Emergency Preparedness Council (YEPC) is a 501(c)(3) nonprofit dedicated to educating and preparing communities for disasters. It is organized and led by the youth through local chapters, serving a district-wide region. Chapter leaders organize educational events and service projects for the benefit of the community in partnership with local, state, and national agencies.

    Yusuf Rasheed, and is a Senior at Mission San Jose High School. He became interested in emergency preparedness through my school’s Safety Committee and then formed the Youth Emergency Preparedness Council to help prepare other students for upcoming natural disasters. His goal is to put the Youth Emergency Preparedness Council chapter in every high school in the United States.
