  • Remote Working: And the Challenges to Emergency Management
With remote work more popular than ever, it’s important to consider the unique ways that emergencies and disasters may affect these employees. Employees who work from home should be sure to have a plan to deal with common emergencies and disasters. Technology can also help when it comes to emergency preparedness by enabling employees to connect to the internet, access important files and documents, and maintain a clear line of communication. Remote work during an emergency or disaster will indeed be much different than remote work during normal times — there may be additional challenges and stressors that require different solutions than normal. In the aftermath of a disaster, it’s important to be flexible, understanding, and take your employees’ needs into account.

  • The 46th Annual Natural Hazards Research and Applications Workshop: The Hazards and Disaster Workforce: Preparing to Meet 21st Century Chall
The 46th Annual Natural Hazards Research and Applications Workshop will be organized around the theme of The Hazards and Disaster Workforce: Preparing to Meet 21st Century Challenges.
Our ability to reduce disaster risk has always depended on the people who do the work. This includes leaders who set a vision for a more just and sustainable future, researchers who push the boundaries of discovery, and practitioners who help prepare communities for a range of threats.

As climate change accelerates and disaster losses mount, our future depends on fostering a well-trained workforce with strong adaptive capacity. At present, however, it is not clear that we have the people, resources, or institutional structures necessary to address the social roots of risk that turn natural hazards into human catastrophes. This focus on the current status of our field and the future of work is urgent.

Conversations at this year’s Workshop will center around how the workforce we have can support and build the workforce we need. How does the size and composition of the hazards and disaster workforce shape the ability to respond to and recover from extreme events? What sort of mentoring and skill building do researchers, practitioners, and volunteer responders need? What jobs have become obsolete and which need to be filled or created? How can we meet the escalating risks and inequalities of today, while still investing in programs and policies that will reduce future hazards losses?

These are just some of the questions we will pursue as we highlight efforts aimed at cultivating a demographically diverse and highly skilled workforce. We will also explore societal transitions that shape labor demands and carefully consider what gaps exist in hazards workforce development, education, and training. As we take stock of who we are and how we approach our work, we will chart a strategy for the future that ensures we are ready to rise together to meet 21st century challenges.

As always, we strive to build a rich program that includes many different perspectives and plenty of opportunities for engagement. We are excited to learn from you as we chart this path together.

  • Practical Application of Incident Command, Should It Be Overhauled?
The full organization of the ICS structure is large. However, the full organization is rarely implemented. The organization can expand and contract depending on how many people are needed at any given moment. In a large crisis, the whole structure could be implemented, but in a smaller incident, only one, two, or three of these positions might be filled. One person can fill more than one role. The rule of thumb is that every role that is left vacant is filled by the role above it.

EM Weekly and Blue Cell are going to take a deeper look into what is the practical application of the Incident Command System and do we need to have an overhaul of the system?

  • Private Sector Emergency Management How They Enhance The Profession
The changing scope and scale of disasters, both natural and technological, have altered the ways in which disaster management and financing are addressed and the roles of private-sector organizations specifically. Businesses and nonprofit organizations are increasingly central to the process, offering critical support in immediate disaster response but also contributing necessary redevelopment funding that supports community recovery. Although these new expectations position the private sector as a key leader in community resilience, these responsibilities have not been fully met with established guidance or clear metrics for how and when these organizations should participate in disaster recovery and financing.
This perspective examines key issues confronting the private sector in disaster recovery financing, what roles private-sector entities have played, and where there has been successful integration or leadership of these organizations. The perspective also briefly explores challenges that the private sector faces, with particular attention to issues of information use and application, coordination in response and recovery, and timing of funding. Given continued data gaps in this field, the authors offer opportunities for research and policy analysis

  • Data Without Structure in Emergency Management Makes for Bad Decisions
Big data and analytics present myriad possibilities for emergency management specialists and first responders. Some of these benefits include understanding site-level impacts as they develop in real-time, adding value to programs such as Business Continuity, and creating intelligence to be used in the Planning Section of an Emergency Operations Centre. While computer-generated data has been a staple in decision-making processes for government and emergency personnel in the past, big data takes the volume and complexity to another level.

  • Public Health Should They Take the Lead in Emergency Management?
In recent years, the health impacts of infectious disease outbreaks, natural disasters, industrial and environmental catastrophes, and conflict have captured the world’s attention and reinforced the importance of strengthening public health systems to better protect communities and populations from naturally occurring and human-caused threats. Various approaches and programs have been developed to address these needs in domestic and global contexts, including initiatives to strengthen public health preparedness and global health security. Although much has been written about these approaches, there are few reports on the interface between public health and emergency management—and even less about what we call “public health emergency management” (PHEM).

PHEM is an emergent field of practice that draws on specific sets of knowledge, techniques, and organizing principles found in the fields of emergency management and public health that are necessary for the effective management of complex health events and emergencies with serious health impacts. Although concepts such as public health preparedness and global health security include significant components of PHEM, the various terms should not be conflated.

  • 5.11 The Story Behind The Brand
5.11 Tactical started in Modesto, California as a clothing line created by mountain climber Royal Robbins. Upon reaching the top of a climb in Yosemite California, he noticed that the trousers that he was wearing were not suited for climbing. Robbins decided that he needed to design something more durable and with better functionality. He owned a boot and clothing company and began manufacturing pants by the name of "5.11" that had a trademarked tactical strap and slash pocket design in 1968.

IT ALL STARTED WITH A PAIR OF PANTS
The FBI training academy adopted the original 5.11® pant as its training pant in 1992, forging a decades-long relationship that drives 5.11®’s commitment to public safety and the first responder community.

5.11 Tactical® began developing a more extensive law enforcement line in 2003. 5.11 designers work together with public safety professionals to create gear that meets the needs of real people in the field. In 2012, They rose to the challenge of redesigning our women’s collection to create better fitting and higher performing options. Our women’s category has grown to include premium uniforms, covert clothing, fitness apparel and more.

Today, 5.11® is expanding into the outdoor and fitness markets with products like the Vaporlite short and the ABR trainer. we are determined to meet these new challenges with the same grit and fortitude that has always defined their brand.
