Bret Hart and Jeff Jarrett are both out of Souled Out which led to a scramble to rebooked the entire PPV card. After WCW rejected Vince Russo's proposed ideas to put the WCW World Heavyweight Championship on Tank Abbot, Russo quits and Kevin Sullivan is given the head booker position. Sullivan and his booking committee decide to put the WCW title on Chris Benoit but then Benoit quits WCW. And so we get this glorious 96th episode of Thunder in the wake of a tumultuous Souled Out and Nitro.
