-I own a business and I’m waiting for the state to release my savings account. They are several months late in returning my money, so I am unable to pay my bills. How should I proceed?

-I have an HSA account. At what point should I stop putting money in that account and start putting money into a 401(k) or a savings account?
-I have two 401(k)s from previous employers. One of them is losing money. Should I combine the two accounts into an IRA?
