California Gov. Gavin Newsom has signed legislation that requires refineries to have reserve storage. Experts say it wont lower prices, but raise them. Meanwhile the California Air Resources Board (CARB) is listening to public comment on Low Carbon Fuel Standards, which could raise prices .47-cents or more per gallon.
