David has nothing to answer for. He has the ability to change his mind if the removal of the tree meant his ball didn't move. When choosing to take an unplayble, the player has the ability to get to their ball, and if in the process the ball is moved, there is no penalty.

Andy the Average Golfer is playing at Wombat Hills GC after an overnight rain.
His ball lies on wet compacted sand in a bunker on the first hole. Thinking “lift, rake and place” is an option under the circumstances, Andy lifts his ball, rakes the area fluffing the sand, replaces the ball on the original spot, and plays his ball successfully from the bunker. How many penalty strokes, if any, does Andy incur?
