Four laws impacting the operation of the Virginia Alcoholic Beverage Control Authority, its licensees, and applicants for ABC licenses went into effect July 1.  The Virginia General Assembly passed the ABC-related legislation during the 2023 session, and all the bills have been signed into law.   The four new laws affect crossover product rules, employment restrictions, the seasonal marketplace license fee, and local alcohol safety action boards.   The crossover product law (HB 1979 and SB 809) establishes guidelines for licensees regarding the display of alcoholic beverages near non-alcoholic beverages of the same or similar branding, logo or packaging. Richmond International Airport has earned the Most Efficient Airport in North America award from the Air Transport Research Society for North American airports with fewer than 5 million passengers annually. The award was announced July 2 at the organization’s 26th World Conference in Kobe, Japan. The Greater Richmond Transit Company is inviting the public to provide input as part of its transit strategic plan, a 10-year plan for improving service that is currently in development. Riders and non-riders can take the 5-minute survey here. Fresh-from-the-farm tastes and tours Celeste Farms held a soft opening recently of The Farmers & The Chef, a series of educational farm tours and dinner events that highlight home-grown produce and celebrate sustainable agriculture. Guests enjoyed seasonal mocktails inspired by flora grown on-site as they toured the farm, which included wildflower meadows, brooder chicks, a worm "castle," an Argentinian-style grill, raised beds of multiple crops, and homemade compost. The compost program mixes food scraps collected from restaurants with wood chips from True Timber, producing a "nice fluffy compost" while also diverting food waste from landfills. The Adopt Haiti Project hosted the Caribbean American Heritage Festival and Parade June 24 at Dorey Park in Varina. The event, organized to commemorate Caribbean American Heritage month, showcased the culture, food, art, dance, music and diversity of Caribbean nations. Attendees enjoyed a number of live performances, food, vendors, a children’s area featuring arts and crafts, and giveaways. Santia Fields of Glen Allen was awarded the Michael Robert “M.R.” Zigler Service Award during a ceremony April 15 at Bridgewater College in Virginia. The award, presented for exceptional off-campus community service, is named for a peace advocate, ecumenist and humanitarian from the BC class of 1916. Fields is co-president of the Omicron Delta Kappa leadership honor society, Phi Alpha Theta and the community service fraternity Alpha Phi Omega. A Henrico rider, Richard Tangard, will pedal in the 44th Pan-Mass Challenge across Massachusetts Aug. 5-6, along with more than 6,000 riders from around the globe. Riders and volunteers will travel from 43 states and 8 countries to participate in PMC Ride Weekend festivities in Massachusetts. Three bills passed earlier this year by the Virginia General Assembly that govern stormwater management, construction management and license taxes will result in in mandated changes to the Henrico County Code, members of the Henrico County Attorney's Office told the county’s board of supervisors during a June 27 work session. PRILLAMAN, James Lewis, “Jim,” 70, of Sandston, Va., passed away on June 22, 2023. He is survived by his brother Joseph Eure Prillaman (Anna); sister, Debra J. Prillaman; niece, Joanna Prillaman; nephews, Ryan Prillaman (Jayanti Singh), Jason Prillaman (Jill), Rob Shrader, and Michael Shrader, and grandnephew, Luke Prillaman. Jim was born in Atlanta, Ga. and was preceded in death by his parents, Leslie Sawyer and Luther Anderson Prillaman. Jim and Joe co-owned L.A.
