The Henrico County Planning Commission endorsed a proposal to rezone four acres at the corner of Staples Mill Road and Lucas Road to allow a combination Dunkin Donuts and Baskin-Robbins with a drive-through. The site is a short distance from Hermitage High School and would sit across Staples Mill Road from the Wawa at that intersection. A 27-year-old Henrico man was shot and killed in Eastern Henrico Friday night, and Henrico Police are seeking the public's help in locating his killer. Cezar Amir Williams was found suffering from apparent gunshot wounds in a parking lot in the 1600 block of Azrock Circle, just off Darbytown Road not far from the city of Richmond line, shortly after 11 p.m. Police and EMS officials attempted life-saving measures, but he later died at a local hospital. REACHcycles, an all-volunteer nonprofit organization, will donate custom adapted three-wheeled bicycles to 23 children with disabilities during a May 21 event. Organization officials will select the recipients from among a pool of applicants and present them with their new bikes at AMF Bakery on West Laburnum Avenue. REACHcycles aims to address the needs of children and veterans with disabilities who are unable to ride traditional bikes or afford therapeutic cycles. The Henrico Board of Supervisors is moving ahead with a plan to create a housing assistance program for eligible county and school system employees. At its May 8 meeting, the board introduced an ordinance that would form the Home Purchase Assistance Program, which would offer as much as ,000 of assistance to eligible county and school board employees and county constitutional officers, in purchasing a primary residence within the county. The assistance would be subject to the Henrico Housing and Development Authority’s regional sales price and income limitations. Anne Harvey Gwinn Fox, 87, died peacefully, surrounded by family on May 7, 2023. Anne was born in Huntington, West Virginia, on May 30, 1935. She graduated from St. Anne’s School, attended Wellesley College and graduated from Sweet Briar College. While at Sweet Briar, she accepted a blind date with a fellow West Virginian, Jay Fox, who attended Washington & Lee University. The result was 63 years of marriage and four children.
