Susan Wagener Higgins passed away peacefully on February 25, 2023. She is survived by her three children, Peyton Miller, Patricia Clarke and Harrison Higgins; her brother, James Wagener; and nine grandchildren. Susan was predeceased by her youngest child, Philip Higgins, in 2002. A lifelong resident of Richmond, Virginia, Susan was born to Hunter and Patricia Wagener on September 26, 1949. In the final days of the 2023 legislation session, the Virginia General Assembly reached bipartisan agreement on a bill requiring the Virginia Parole Board to conduct more of its work in the open. The agency, which has long been exempt from the Freedom of Information Act, would no longer have blanket immunity from transparency rules that apply to most government bodies. Jessee Perry was able to get her Adderall prescriptions filled at her small Church Hill pharmacy until two weeks ago, she said. What Perry had only heard through online chatter, friends and family suddenly became far more personal.
