Palpatine has accomplished a lot...which we saw most of in Star Wars Revenge of the Sith...however there were some things he didn't care for...and that was the quality of his troops. He felt numbers were the most important thing...whereas the First Order is focusing mostly on how well they perform. This makes a much better fit when backing Kylo Ren vs Darth Vader in the Original Trilogy.
