California Highway Patrol arrested a La Mesa man who drove into an accident on I-8, killing two people, on suspicion of driving under the influence. All I-5 northbound lanes between Mission Bay Drive and I-8 will be closed starting Friday at 9 p.m. for construction. Today the San Diego Parks and Rec Department is hosting several Halloween events around the city, including one in City Heights and another in North Park.
