Small and medium powers in the region remain committed to forging independent paths, while some have signed onto new security minilaterals. This year's keynote speech by the president of the Philippines is likely to touch on some of these issues. Beyond the maritime and air domains, countries are also facing increasing threats in cyberspace, with resilience being a key area in need of improvement across many societies.
