The dilapidated building at the corner of King Street East and Carmarthen, known as The Paikowsky Residence, has frustrated city council for years. The building is owned by J.D. Irving Limited, and last night the heritage board, once again, voted to keep the building in the conservation zone as the company sought to exclude in order to tear it one. Coun.
