Public Advisory: Priority Immigration Processing Continues With Expression of Interest Model, released by Newfoundland on 19 February 2025

To ensure the best use of the province's limited economic immigration capacity, the Newfoundland and Labrador Provincial Nominee Program (NLPNP) and Atlantic Immigration Program (AIP) have moved to an expression of interest model.

An expression of interest model uses a two-step process requiring individuals to first submit a short form identifying key characteristics, such as their occupation, education, language and willingness to reside in the province. These forms will then be reviewed and select individuals will then be invited to complete a full NLPNP or AIP application. This change ensures immigration spaces are allocated strategically throughout the year, while helping employers respond to evolving labour market needs in sectors such as health care and education.

Applications submitted prior to the transition to this new model will remain valid in the Provincial Government's Immigration Accelerator platform. All individuals with an active application submitted to the department will be contacted regarding their next steps. Some individuals will move directly to application process, while others will be prompted to submit an expression of interest. The determination on those who will bypass the expression of interest step will be made based on a case-by-case assessment of their application alongside the same criteria that will be used for expression of interest assessments.

Due to this change, decisions on applications may now take three months or more in some cases. The commitment to excellent customer service remains and applications will continue to be processed as efficiently as possible. Questions about this change can be directed to [email protected].

Historically, the Provincial Government processed immigration applications on a first-come, first-serve basis. This changed in late 2024 when historic demand and limited economic immigration spaces resulted in a shift to priority processing. Implementing an expression of interest model further builds on the shift to priority processing with a model widely used across Canada.

In January 2025, the Provincial Government also announced a pause on the processing of Job Vacancy Assessments and AIP Designations for employers. This pause continues, and further updates will be made in the coming weeks.

After successfully negotiating the return of 1,000 economic immigration spaces from the Federal Government, Newfoundland and Labrador currently has 2,525 spaces for 2025. This capacity remains well below demand and the Provincial Government continues to advocate for further increases to economic immigration spaces to support provincial economic and population growth.

| February 27, 2025 —Ottawa – As Russia's illegal invasion of Ukraine continues, Canada remains committed to supporting Ukrainians and their family members who have sought a temporary safe haven in Canada.

Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced that Ukrainians and their family members who arrived in Canada under the Canada-Ukraine Authorization for Emergency Travel (CUAET) on or before March 31, 2024, will now have until March 31, 2026, to apply for a new open work permit valid for up to three years, renew an existing work permit, or apply for a new study permit, subject to standard fees. Those who wish to renew their status as a visitor or student can continue to apply to renew as they have.

These temporary measures will allow Ukrainians and their family members to continue to work and study in Canada during this difficult time, and eventually return home when it is safe to do so.

Access to free settlement services for all Ukrainian temporary residents and their family members in Canada are available until March 31, 2025.

First phase of Temporary Foreign Workers Protection Act coming into effect, released by Prince Edward Island on 24 February 2025

|    Starting April 1, foreign workers on the Island will benefit from the first phase of the Temporary Foreign Workers Protection Act, which enhances their rights and ensures fair treatment in the workplace.
 
 The Act was passed in the provincial legislature in spring 2022. Consultations were held on the proposed regulations, including details on licensing requirements for recruiters in summer 2024.
 
 Key changes coming into effect include:
 • Individuals recruiting foreign workers must be licensed.
 • To qualify for a recruiter license, an individual must be a member of a law society, the Chambre des notaries du Quebec, or a registered immigration consultant.
 • A $100 fee applies to license applicants.
 • To be granted a license, the licensee must also provide a $10,000 security deposit.
 
 "Temporary foreign workers are making meaningful contributions to PEI's economy and workforce and proclaiming the first phase of this Act is a positive step in the right direction," said Minister of Workforce, Advanced Learning and Population, Jenn Redmond. "It is essential to establish protections that ensure temporary foreign workers receive fair treatment and the respect they deserve."

February 27, 2025—Ottawa—Immigration is essential to supporting Canada's economic growth. As labour requirements in key sectors continue to evolve, it's important that Canada's immigration system is nimble and responsive to our country's needs.

Today, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship announced the 2025 Express Entry categories, which include a new education category, to align the selection of federal economic immigrants with Canada's long-term labour shortages.

For 2025, the focus of the federal economic class draws will be to invite candidates with experience working in Canada (Canadian Experience Class) to apply for permanent residence.

Additionally, to meet Francophone immigration targets and meet the acute needs in health, trades and education, IRCC will conduct category-based invitation rounds in the following categories:

strong French language skills, or
work experience in the following fields:
health care and social services, such as family physicians, nurse practitioners, dentists, pharmacists, psychologists and chiropractors
trades, such as carpenters, plumbers and contractors
education, such as teachers, child care educators and instructors of persons with disabilities
As Canada makes adjustments to achieve well-managed, sustainable growth and economic prosperity for the long term, IRCC continues to focus economic immigrant selection efforts on priority sectors, such as health care, construction and education. This allows us to issue invitations to apply to prospective permanent residents who have specific skills, training or language abilities in order to bring those in-demand professionals to Canada.

IRCC will also continue to support economic growth through Francophone immigration outside Quebec by prioritizing candidates with strong French language proficiency in Express Entry. This reaffirms the Government of Canada's commitment to supporting and fostering the economic vitality of Francophone communities outside Quebec.
