Express Entry draws and programs for international students

The Canadian Immigration minister recently met with Prime Asia TV Canada to discuss issues in the Canadian Immigration department. Hon Minister Sean Fraser talked about backlogs, international students and Parents and Grand Parents sponsorship programs. Let us discuss his views on Express Entry draws

The Express Entry draws under CEC or the Canadian Experience class was not held since September 2021 which means eligible candidates are finding their temporary status in Canada expire, and they are forced to quit their jobs and sometimes leave Canada. It should also be noted that FSWP or the Federal Skilled Worker candidates who are mostly overseas candidates have had no selection since December of 2020. 

For CEC candidates Mr Fraser did not indicate that their work permit extensions would become possible, however, he had made reference to his mandate letter and that was to find pathways to Canadian Permanent Residence for International Students as well as for temporary foreign workers.

There was however one small ray of hope for foreign applicants. Mr Fraser indicated that the pause in FSWP is temporary, and Canada intends to resume draws sometime. He did not indicate as to when.

There is also some good news about international students. He indicated that he was interested in exploring new ways to make it easier for international students to use education in Canada as a pathway to Canadian Permanent Residency, which could mean that study permit applications may no longer be denied to students on the pretext that the student would not return to their home country.

The Express Entry Backlogs: FSWP, CEC & PNP. Canadian Immigration Minister’s interview

The Express Entry backlogs are severe, and a recent internal memo showed that some selected  on their Immigration file. Mr Fraser also indicated that it is not a fair assessment to conclude that everyone has to wait for 3 years even though the internal memo specifically referenced FSWP applicants. The waiting list of CEC candidates is around 8 months.

Provinces have unique needs, and the immigration minister was confident that PNP specific Express Entry draws will continue to take place.

Increasing Choice and making Immigration services affordable

Quebec selects 512 immigrants in its first Expression of Interest draw of 2022

The province of Quebec held its first draw of the new year by selecting 512 candidates from its Arrima EOI or Expression of Interest by the province. The draw was held on Jan 13 and required a minimum score of 602. People with knowledge of French is given preference for most Quebec programs. Quebec targeted applicants whose work experience matched 21 NOC codes.

Quebec is open to select Applicants for Permanent Residence through their EOI system

Quebec expression of Interest system is a simple process, and it does not hurt to apply for Quebec Permanent Residence. This is how it works

Applicants can fill in their online application process at the Quebec EOI portal. It is right behind me on the screen. We have a short cut link https://polinsys.co/arrima which will take you straight to the Quebec government Arrima link where you can fill in your expression of interest for Quebec. 

Once your profile is created, it is valid for 12 months and Quebec selects candidates from the Expression of Interest pool based on their score and category or NOC code

Applicants who are selected will have 60 days to justify their EOI and submit all their documents.

Once approved, Applicants will receive a CSQ or Quebec Selection Certificate and then apply to the Canadian Federal Government for Canadian Permanent Residence

Where is officer DM10032? 

Good day ladies and gentlemen, this is IRC news and I am Joy Stephen, an authorized Immigration practitioner bringing out this release from the Polinsys studios in Cambridge, Ontario. Today is the 27th of January, 2021.
The Canadian Immigration department office in Central Ottawa has to answer why files assigned to Officer DM10032 was kept hanging in a balance for over 2 years.
Most of these foreign nationals who live outside Canada has been assigned to an IRCC Officer DM10032 and all their applications are held without processing and without assigning any reasons. Applicants are wondering what happened to DM10032. International applicants have their applications processed both in Sydney, Nova Scotia and at the Immigration office in Central Ottawa. 
We are awaiting answers from IRCC.

Ontario PNP 2022. What to expect

Ontario is on a roll and is likely to double its intake in 2022. The province has already had 3 PNP Expression of Interest picks already. The Province had taken in 9000 immigrants in 2021 and this year, the province has already selected 1084 Candidates through three Expression of Interest intakes: Foreign Worker’s Employer driven program, International students and in-demand skills. The province has a high shortfall of skilled labour in the province.

Asylum seekers flock to Canada


Good day ladies and gentlemen, this is IRC news and I am Joy Stephen, an authorized Immigration practitioner bringing out this release from the Polinsys studios in Cambridge, Ontario. Today is the 27th of January, 2021.
Plattsburg, New York is the place where many asylum seekers coming to Canada through the United States come to. A short taxi ride to takes the asylum seekers to the Canadian Border where RCMP or the Royal Canadian Mounted Police has their post. The asylum seekers are arrested for trying to cross illegally and are soon released to pursue asylum. They are allowed to live and work freely in Canada until a decision is made on their application. Among the asylum seekers are many nationals from Central and South America like Columbia and Guatemala. Unlike the United States, Canada has a pathway for genuine asylum seekers for settlement.
The Roxham Road crossing was not heard of much before the Trump era but has become a popular transit point since. What is strange is that the non-official crossing accounts for more relaxed acceptance into Canada than a official border about 50km away where most asylum seekers are sent back to the United States. Canadian government statistics show that around 60,000 asylum seekers from February 2017 to September had many applicants from the Roxham road entry point. Of the around 60K claims, around 45K claims were finalized with an approval rate of around 54%.

Migrants Freeze to death while attempting to cross illegally across the border from Canada.

Good day ladies and gentlemen, this is IRC news and I am Joy Stephen, an authorized Immigration practitioner bringing out this release from the Polinsys studios in Cambridge, Ontario. Today is the 27th of January, 2021.

Most migrants move across the border from the United States to Canada but the tale of a group of Indian Nationals who tried to cross the border to the United States from Canada is a tale of tragedy. Canadians are still trying to understand why a family of 4 individuals, 2 adults and 2 children froze to death on a harsh winter day when they tried to cross the border from Canada into the United States this January. Canadians are used to hearing about frost bites during winter but death and that too the death of an entire family because of freezing is hard to comprehend, and why? 
A 47 year old Florida man was charged on account of the death in the border. It is believed that the man was part of a human smuggling ring. He was involved in organizing the cross-border travel for a group of 11 individuals including the 4 who perished in the cold. Most or all the individuals re believed to be from India. Their residency status in Canada is still unknown. It is probable that the individuals trying to cross in this manner are either people who were previously in the United States and barred re-entry or are people who whose Canadian Residency application was unsuccessful. Investigation is still on. One of the survivors entered Canada with a fraudulent student visa with no intention to study in Canada. He wanted to move to the United States to join his Uncle in Chicago. Reports in the Indian Press indicate the family had travelled to Canada on visitor status with the intent to move to the United States. 
The previous case in the border between Manitoba and Minnesota was in 2017 when a Ghanaian woman died of hypothermia while trying to cross the border. She was believed to be making a asylum claim once she arrived in Canada.

Canada commits to resettle 40000 Afghan Refugees


Good day ladies and gentlemen, this is IRC news and I am Joy Stephen, an authorized Immigration practitioner bringing out this release from the Polinsys studios in Cambridge, Ontario. Today is the 27th of January, 2021.
A press release by IRCC indicates that Canada remains committed to resettle 40K Afghan nationals in Canada. The Federal government, in partnership with the provinces and territories together plan to achieve this goal. The government announced as part of this effort, 200 Afghan refugees landed in Vancouver this week and more are expected to arrive across the country. Till date, over 7000 Afghan refugees have arrived in Canada.
The statement reads, “Over the next few weeks, these refugees will receive support from the Immigrant Services Society of British Columbia (ISSofBC), a RAP SPO whose work is essential to helping refugees adjust to life in Canada. ISSofBC helps refugees find housing and provides information about finding a job, improving their language skills and living in Canada”
