You could say Caroline LeCount was Philadelphia's Rosa Parks. In 1867, Philadelphia's horse-drawn streetcars were segregated. But after she successfully pushed for a law outlawing the exclusion of Black riders, LeCount saw to it that the law was enforced, even having a driver who refused to allow a Black passenger arrested and fined.

Delaware is under a state of emergency in anticipation of the incoming storm.

The state could see more than a foot of snow from this storm.

Officials urge residents to stay off the roads once it starts.

A full list of locations can be found on PPA's website.

The agency will also enforce all snow emergency routes and safety violations.

And starting at 4 p.m., street parking meter violations will not be enforced until the snow emergency is lifted.
