1975年開始，發生在南韓釜山的兄弟之家福祉院事件，造成大量的流浪漢與無辜百姓受害，原先想透過集中管理，落實社會福利政策，但在貪婪人性下，演變成一場人間煉獄。許多受害者至今無法回到社會上生存，這集我們一起來認識這場距今將近50年的社會悲劇。
