While the administration argues that banning corporate landlords will unlock inventory, Koottungal contends the true barrier to entry is the skyrocketing cost of development, with construction costs of single-family houses surging from about $130 per square foot to nearly $210 per square foot in the last three years.

She advised owners facing hefty special assessments to investigate the "upzoning" potential of their land rather than paying for aesthetic repairs.
Carrie said developers prioritize maximum density over existing structures.
By entitling a condo project’s land for a higher unit count, associations can theoretically increase the property's buyout value by as much as 50%, offering a financial exit strategy that outweighs the cost of preserving a decaying asset.
