Whether local accountability can be strengthened structurally

Whether reducing scale changes behavior

The difficulty arises when:

Money becomes scalable

Influence becomes detached from consequences

The people paying don’t live with the outcomes

Banning money outright isn’t realistic. Limiting it too tightly just pushes it into new, often less visible channels.
