STORYLINE:

Plumes of smoke were seen rising in Deir al-Balah on Tuesday following the sounds of explosions as the war in Gaza continues.

Israeli troops for the first time Monday pushed into areas of a central Gaza city where several aid groups are based, in what appeared to be the latest effort to carve up the Palestinian territory with military corridors.

Deir al-Balah is the only city in Gaza that has not seen major ground operations or suffered widespread devastation in 21 months of war.

That has led to speculation that the Hamas militant group holds large numbers of hostages there.

The main group representing hostages’ families said it was "shocked and alarmed" by the incursion.

Hamas-led militants abducted 251 people in the Oct. 7, 2023, attack that triggered the war and killed around 1,200 people. Fewer than half of the 50 hostages still in Gaza are believed to be alive.

Israel blames the deaths of Palestinian civilians on Hamas because the militants operate in densely populated areas, and it accuses the group of prolonging the war because Hamas has not accepted Israel’s terms for a ceasefire.

The Palestinian death toll from the war has climbed to more than 59,000, according to Gaza’s Health Ministry.

Its count does not distinguish between militants and civilians, but the ministry says more than half of the dead are women and children. The ministry is part of the Hamas government, but the U.N. and other international organizations see it as the most reliable source of data on casualties.

STORYLINE:

China on Tuesday emphasized that the U.S.-Philippines cooperation should not target third parties, after US Secretary of Defense Pete Hegseth reaffirmed Washington’s commitment under the mutual defense treaty during talks with visiting Filipino President Ferdinand Marcos.

During the meeting, Hegseth and Marcos exchanged views on the security situation in the Asia-Pacific region.

Hegseth said the defense pact extended to all armed attacks on armed forces, aircraft, or public vessels, including Coast Guard vessels, across the Pacific Ocean.

Asked about the remarks at a daily news briefing, Chinese Foreign Ministry spokesperson Guo Jiakun said that their cooperation should not “harm the interests of any third party, nor should it provoke confrontation or escalate regional tensions.”

Chinese vessels have long been accused of harassing and conducting dangerous maneuvers against ships from other countries, including the Philippines, in the disputed South China Sea.

Also, Guo restated China’s principled position on trade with the U.S. when asked about Treasury Secretary Scott Bessent’s statement that the next round of U.S.-China talks could include Chinese purchases of Russian and Iranian oil.

STORYLINE:

Representatives of the Arab League held an emergency meeting in Cairo on Tuesday to discuss the war in Gaza and the unfolding humanitarian crisis inside the enclave.

A member of Palestine Liberation Organization, Ahmad Abu Holi, condemned the Gaza Humanitarian Foundation (GHF) and said it is responsible for killing hundreds of people seeking humanitarian assistance.

He added that the Israeli-backed group forces civilians to "fall in killing traps," or "die from hunger".

Hundreds of people have been killed while seeking food in recent weeks, both from U.N. convoys and separate aid sites run by the GHF that has been mired in controversy.

The U.N. food agency, meanwhile, accused Israeli forces of firing on a crowd of Palestinians seeking humanitarian aid over the weekend.

The Gaza Health Ministry called it one of the deadliest attacks on aid-seekers in the war that has driven the territory to the brink of famine.

The Palestinian death toll from the war has climbed to more than 59,000, according to Gaza’s Health Ministry.

Its count does not distinguish between militants and civilians, but the ministry says more than half of the dead are women and children.

STORYLINE:

The United States announced Tuesday it will again pull out of the U.N.’s educational, scientific and cultural agency because of what Washington sees as its anti-Israel bias, only two years after rejoining.

“President Trump has decided to withdraw the United States from UNESCO — which supports woke, divisive cultural and social causes that are totally out-of-step with the commonsense policies that Americans voted for in November,” White House deputy spokesperson Anna Kelly told the New York Post.

UNESCO and the White House did not immediately confirm the U.S. move.

This will be the third time that the United States has left UNESCO, which is based in Paris, and the second time during a Trump administration.

President Donald Trump had already pulled out during his first term and the United States returned after a five-year absence after the Biden administration applied to rejoin the organization.

The decision will take effect at the end of December 2026.

The decision will come as no surprise to UNESCO officials, who had anticipated such a move following the specific review ordered by the Trump administration earlier this year.

They also expected that Trump would pull out again since the return of the US in 2023 had been promoted by a political rival, former President Joe Biden.

The Trump administration in 2017 announced that the U.S. would withdraw from UNESCO, citing anti-Israel bias.

That decision took effect a year later.

The U.S. and Israel stopped financing UNESCO after it voted to include Palestine as a member state in 2011.

The United States previously pulled out of UNESCO under the Reagan administration in 1984 because it viewed the agency as mismanaged, corrupt and used to advance the interests of the Soviet Union. It rejoined in 2003 during George W. Bush’s presidency.

STORYLINE:

An Israeli strike hit tents sheltering displaced Palestinians in the built-up, seaside Shati refugee camp on the western side of Gaza City, killing at least 12 people, according to the city’s Shifa Hospital, which received the casualties.

The dead included three women and three children, Dr. Mohamed Abu Selmiyah, director of the Shifa hospital told The Associated Press.

Another 38 Palestinians were wounded in the attack, he said.

The strike tore apart tents, and left some of the dead lying on the ground, according to footage from the scene shared by the Health Ministry’s ambulance and emergency service.

An overnight strike that hit crowds of Palestinians waiting for aid trucks in Gaza City killed eight, hospitals said, and wounded at least 118, according to the Palestinian Red Crescent.

Twenty-eight countries including Britain, Japan and a host of European nations issued a joint statement Monday saying the war in Gaza “must end now” — the latest sign of allies’ sharpening language as Israel’s isolation deepens.

The leader of Japan’s right-ring populist Sanseito said on Tuesday that media criticism of his past comments helped the party boost visibility and was one of the factors behind his party success in Sunday’s Upper House election.

"The way some of those comments were taken out of context was just too extreme. Ironically, that actually fired up our supporters, including party members said Sanseito leader Sohei Kamiya during the party’s regular news conference.

“As someone who was on the receiving end of the criticism, I can't say it was a pleasant experience—but I do believe it helped raise awareness of our party,"... [truncated]

STORYLINE:

Kremlin spokesman Dmitry Peskov voiced hope that the next round of Russia-Ukraine talks will be held this week, but he didn’t name the date.

Peskov told reporters that “apart from other issues, the draft memorandums that the parties exchanged in the second round will need to be discussed.”

Asked about Ukrainian President Volodymyr Zelenskyy’s comment that the talks will discuss preparations for his meeting with Russian President Vladimir Putin, Peskov said “a lot of work needs to be done before having a detailed discussion on a possibility of high-level meetings.”
