STORYLINE

A judge has ordered a New York City police officer accused of plotting to torture women and cook and eat their body parts to be detained without bail after his initial appearance in federal court.

Magistrate Judge Henry Pitman said at the Thursday hearing that the allegations against 28-year-old Gilberto Valle were "profoundly disturbing."

The six-year officer sat quietly throughout the hearing.

Public defender Julia Gatto had asked for bail, saying the alleged plot was fantasy in a sexual world.

She said it was a deviant fantasy and there was no crossing of the line from fantasy to reality.

A prosecutor disagreed, saying the Valle had to be arrested because he was too close to carrying out the plot.

Residents in his neighbour were shocked to hear of the allegations.

"Shocked, its beyond comprehension, this is obviously somebody who was here to serve and protect the city and doing something like this just makes you really evaluate what is going on," said Kevin Ryan, neighbour.

Valle allegedly left a trail of emails, instant messages and computer files detailing the bizarre cannibalism scheme, according to a criminal complaint, which identified two women as Victim 1 and Victim 2.

He catalogued at least 100 women on his computer, federal investigators said, but there was no information that anyone was harmed.

One document allegedly found on his computer was titled "Abducting and Cooking (Victim 1): A Blueprint," according to the complaint.

The alleged file also had the woman's birth date and other personal information and a list of "materials needed" - a car, chloroform and rope.

"I was thinking of tying her body onto some kind of apparatus ... cook her over low heat, keep her alive as long as possible," Valle allegedly wrote in one exchange in July, the complaint says.

Smoke was seen rising over Khan Younis in the southern Gaza Strip on Tuesday, as Israel's military campaign continues in the war-ravaged enclave.

Explosions, followed by plumes of black smoke, were also visible from southern Israel, in the direction of northern Gaza.

Health officials in Gaza said Tuesday that least 18 Palestinians were killed in Israeli airstrikes in center and the south of the Strip.

The latest attacks came as Israeli Prime Minister Benjamin Netanyahu was visiting the White House for talks with U.S. President Donald Trump about a ceasefire plan to pause the Gaza fighting.

While there was no announcement of a breakthrough, there were signs of progress toward a deal.

The first one, the al-Shabih dome has a religious nature because he (Yahya al-Shabih) was from 'Ahl al-Bait' (descendants of the prophet) and the second dome belongs to one of the Mamluks who also had an artifact and a dome that is worth preserving. STORYLINE:

Egypt reopened two historic shrines in Old Cairo on Tuesday, following the completion of conservation work on them.

One of the shrines goes back to the 1300s and was built to remember Safiyy al-Din Jawhar, a Mamluk-era commander.

The other shrine was built for Yahya al-Shabih, who is a descendant of the family of Islam's Prophet Muhammad.

"The two domes are considered part of Egypt's historic artifacts or part of Egyptian history," said Egyptian Tourism and Antiquities Sherif Fathy, at an event on Tuesday to reopen the domes. "Both are places that are worth looking after and preserving."

The restoration work on the shrines was a collaboration between Egyptian civil society and the British Council in Egypt, led by the Egyptian Tourism and Antiquities Ministry.

The conservation work included ground water drainage, masonry repair, cleaning decorations as well as the restoration of the cenotaphs and windows.

The project is part of the Egyptian government's attempts to preserve the country's and promote tourism.
