In an opinion, the 8th U.S. Circuit Court of Appeals said a grace period for Minnesota ballots postmarked on or before Nov. 3 is likely unconstitutional. The court ruled that state election officials must set aside any mail-in ballots arriving after Election Day.

President Donald Trump is returning to Minnesota for his fourth campaign rally since August, a late play to turn what’s been a personal project for the Republican incumbent into 10 electoral votes in his column.

Trump is due to appear in Rochester, Minn., on Friday evening as part of a three-state swing through the Upper Midwest. His event will follow speeches in Michigan and Wisconsin.

Minnesota’s COVID-19’s toll continued its grim ascent this week with the Health Department on Tuesday reporting 15 more deaths, nearly 2,200 more cases and a record number of hospitalizations.

The newest numbers come a day after Gov. Tim Walz and public health experts painted an increasingly worrisome picture of a COVID-19 outbreak now driven more by people letting their guard down at family gatherings and celebrations, sporting events and informal meetups rather than at stores, restaurants and bars.

Sanford Health and the Utah-based Intermountain Healthcare system on Monday announced plans to merge.
