On the heels of the 2025 Louisiana legislative session’s conclusion, Speaker Phillip Devillier joins the show to reflect on key developments. The session officially ended at 5:55 PM last Thursday, marking the close of the regular fiscal period. Devillier began by addressing national concerns, particularly a tragic shooting in Minnesota, emphasizing the importance of mindful public discourse and the need for heightened awareness and security, which has already been enhanced at the Louisiana Capitol.Turning to legislative matters, Devillier highlighted the extensive groundwork laid since the previous session, particularly around insurance reform. Committees began meeting as early as June 2024, leading to the swift introduction of around 30 insurance-related bills at the start of the 2025 session.
He also praised the proactive efforts in tax reform, led by Chairwoman Emerson, which began in a special session in November. Although further reforms were paused due to unexpected fiscal note changes, significant progress was made, including lowering personal income tax to a flat 3% and corporate tax to 5.5%, and eliminating the franchise tax.Devillier also noted the strategic planning behind budget allocations, with a focus on infrastructure, higher education, and debt reduction. He commended the work of various committee chairs for ensuring fiscal responsibility and transparency. Despite the setback of a failed constitutional amendment, he expressed optimism about future reforms and emphasized the importance of monitoring the impact of recent changes before proceeding further.Overall, Devillier portrayed a productive session marked by collaboration, long-term planning, and meaningful policy shifts aimed at improving Louisiana’s business climate and public services. He concluded with a hopeful outlook, citing over $60 billion in new investments and a significant rise in the state’s national business rankings as signs of positive momentum.
