Policies that govern society and the church can help reduce culpable/vincible ignorance but it can never remove innocent/invincible ignorance and this is where the lay people both in civil as well as in the church have a permanent role to play so that invincible/innocent ignorance does not remain as an excuse from the hierarchy for the systematic coverup of pedophiles. Even if victims are unintended bad consequences of clerical decisions, the lay people must remove the bad consequences regardless, this is catechism 101 : Do good, avoid evil.
