The court ruled 3-0 in NAPS' favor. In NAPS v. USPS, the court concluded the Postal Service violated federal law relating to the determination of EAS pay comparability and pay differentials. In addition, the court concluded, as a matter of law, NAPS can represent virtually all EAS level employees (i.e., postal supervisors and other managerial employees, including postmasters).
Bob also provides an update on the status in the Senate of House-passed H.R. 3076, the Postal Service Reform Act of 2022.
During this week's episode of NAPS Chat, House Committee on Oversight and Reform Senior Policy Advisor and Parliamentarian Ethan Van Ness, joins Bob to discuss this past Tuesday's landslide 342-92 vote in favor of H.R. 3076, the Postal Service Reform Act of 2022. In addition, Ethan chats about how Committee Chairwoman Carolyn Maloney (D-NY) and Ranking Republican James Comer (R-KY), along with their Senate counterparts, collaborated on specific elements of the measure to promote its passage.
The House-passed H.R. 3076 could be considered by the full Senate as early next week, because on Thursday, Senate Majority Leader Chuck Schumer (D-NY) filed a cloture petition, alerting Senators a cloture vote on the bill would come up at 5:30 PM EST on Monday. Invoking cloture clears the way for debate and a vote later in the week. Passage of a cloture vote requires 60 "Yes" votes.
