Between the 1870s and 1930s, American social reformers, working closely with the US government, transformed sexual vice into an international political and humanitarian concern. As these activists worked to eradicate prostitution and trafficking, they promoted sexual self-control for both men and women as a cornerstone of civilization and a basis of American exceptionalism. Empire of Purity: The History of Americans' Global War on Prostitution (Princeton University Press, 2024) by Dr. Eva Payne traces the history of these efforts, showing how the policing and penalization of sexuality was used to justify American interventions around the world.

Dr. Eva Payne describes how American reformers successfully pushed for international anti-trafficking agreements that mirrored US laws, calling for states to criminalize prostitution and restrict migration, and harming the very women they claimed to protect. She argues that Americans’ ambitions to reshape global sexual morality and law advanced an ideology of racial hierarchy that viewed women of color, immigrants, and sexual minorities as dangerous vectors of disease. Dr. Payne tells the stories of the sex workers themselves, revealing how these women’s experiences defy the dichotomies that have shaped American cultural and legal conceptions of prostitution and trafficking, such as choice and coercion, free and unfree labor, and white sexual innocence and the assumed depravity of nonwhites.

Drawing on archives in Europe, the United States, and Latin America, Empire of Purity ties the war on sexual vice to American imperial ambitions and a politicization of sexuality that continues to govern both domestic and international policy today.

Member selection is one of the defining elements of social organization, imposing categories on who we are and what we do. Discriminatory Clubs: The Geopolitics of International Organizations (Princeton UP, 2023) shows how international organizations are like social clubs, ones in which institutional rules and informal practices enable states to favor friends while excluding rivals.

Where race or socioeconomic status may be a basis for discrimination by social clubs, geopolitical alignment determines who gets into the room to make the rules of global governance. Christina Davis brings together a wealth of data on membership provisions for more than three hundred organizations to reveal the prevalence of club-style selection on the world stage. States join organizations to deepen their association with a particular group of states—most often their allies—and for the gains from policy coordination. Even organizations that claim to be universal, to target narrow issues, or to cover geographic regions use club-style admission criteria. Davis demonstrates that when it comes to the most important decision of cooperation—who belongs to the club and who doesn’t—geopolitical alignment can matter more than the merits or policies of potential members.

With illuminating case studies ranging from nineteenth-century Japan to contemporary Palestine and Taiwan, Discriminatory Clubs sheds light on how, for global and regional organizations such as the WTO and the EU, alliance ties and shared foreign-policy positions form the basis of cooperation.

Frank Trentmann’s Out of the Darkness: The Germans, 1942-2022 (Knopf, 2024) traces the moral concerns and clashes of a nation re-building, re-constituting, and re-imagining itself from the depths of World War II to Chancellor Scholz’s Zeitenwende (‘new era’). Key elements of modern German identity, including the memory of the Holocaust, the nature of the Sozialstaat, the tensions between an energy-intensive export nation and a deep-rooted environmental consciousness, and the legacy of the East-West divide are explored through the contemporary experiences of a range of voices and the detailed tracing of trends and events over 80 years. Trentmann invites us to look closer at Germany’s postwar moral landscape and figures through the lens of ‘conscience, compassion and complicity’, the better to understand Europe’s most consequential nation.

Stephen Watt is the Provost Professor of English at Indiana University. In this interview he discusses his new book, From the 'Troubles' to Trumpism: Ireland and America, 1960-2023 (Anthem Press, 2024), a personal history of Irish, American and Irish-American politics and culture since the 1960s.

The essays in this book combine historical investigation with cultural criticism to illuminate the present moment, particularly the present American moment. In this regard, the dates 1960 and 2023 in the book’s subtitle are by no means accidental. The first three chapters concern the history of America’s relationship with Ireland during the administrations of the presidents whose terms spanned the immediate pre-history and history of the Troubles. After a glance backward at American and Irish relations in the nineteenth century, the first chapter focuses on the 1960 election of John F. Kennedy, the first Catholic president in America’s history and the first to visit Ireland during his term of office. It also juxtaposes Kennedy’s jubilant 1963 trip to Ireland with Ronald Reagan’s more complicated homecoming in 1984. From there, the book traces Irish-American connections via the presidencies of Richard Nixon, Gerald Ford, Jimmy Carter, Ronald Reagan and Bill Clinton, Joe Biden and Donald Trump, as well as Michael D. Higgins.

Forty years ago, Schengen - a wine-making village at the tripoint border of Luxembourg, France, and Germany - made European history when diplomats from these countries, Belgium, and the Netherlands struck a deal to scale back their mutual border checks.

"The event at Schengen went unnoticed by much of the European press," writes Isaac Stanley-Becker in Europe Without Borders: A History (Princeton University Press, 2025). Yet, as one of its signatories said much later, the Schengen agreement "changed everything" - accelerating the development of the European single market and currency area.

Today, however, Schengen is under threat as its now-29 members struggle to balance the free movement of people against the demands of cross-border policing, immigration control, and political consent. In September 2024, the German government - rattled by surging support for the nativist AFD in the run-up to a federal election - reinstated border controls with its four Schengen founders, prompting threats of retaliation. Could Schengen face, as Stanley-Becker warns, "death by a thousand cuts"?

Isaac Stanley-Becker is an investigative reporter at the Washington Post - part of the team that won a Pulitzer Prize in 2024 for a series exploring the role of the AR-15 semi-automatic rifle in American life. In our conversation about Spaces of Treblinka: Retracing a Death Camp (University of Nebraska Press, 2024), Dr. Jacob Flaws expands the spatial realities of the Treblinka death camp and what it means to be a witness of the Holocaust.

Spaces of Treblinka utilizes testimonies, oral histories, and recollections from Jewish, German, and Polish witnesses to create a holistic representation of the Treblinka death camp during its operation. This narrative rejects the historical misconception that Treblinka was an isolated Nazi extermination camp with few witnesses and fewer survivors. Rather than the secret, sanitized site of industrial killing Treblinka was intended to be, Flaws argues, Treblinka’s mass murder was well known to the nearby townspeople who experienced the sights, sounds, smells, people, bodies, and train cars the camp ejected into the surrounding world.

Through spatial reality, Flaws portrays the conceptions, fantasies, ideological assumptions, and memories of Treblinka from witnesses in the camp and surrounding towns. To do so he identifies six key spaces that once composed the historical site of Treblinka: the ideological space, the behavioral space, the space of life and death, the interactional space, the sensory space, and the extended space. By examining these spaces Flaws reveals that there were more witnesses to Treblinka than previously realized, as the transnational groups near and within the camp overlapped and interacted. Spaces of Treblinka provides a staggering and profound reassessment of the relationship between knowing and not knowing and asks us to confront the timely warning that we, in our modern, interconnected world, can all become witnesses.
