A $2.8 billion saving for farmers and thousands of Newcastle jobs are expected to result from the state parliament removing barriers to the development of a huge container terminal in the Port of Newcastle.

The state's lower house yesterday passed a motion by independent member for Lake Macquarie Greg Piper to work around crippling penalties preventing the development and the upper house is also expected to pass the motion.
