Gov. Jay Inslee extended protections for renters today as COVID-19 continues to impact the finances of Washingtonians statewide.

The governor first proclaimed a moratorium on evictions in mid-March, then extended and expanded the moratorium in mid-April. 

Proclamation 20-19.2 extends the prior eviction moratorium for 60 days (through August 1), and makes modifications to the prior moratorium. The modifications include, but are not limited to:

• Prohibiting retaliation against any tenant who invokes rights or protections under the proclamation;
• Permitting eviction based on property damage, except for damage that is not urgent in nature, including conditions that were known or knowable to the landlord prior to the COVID-19 crisis;
• Establishing a defense to any lawsuit for tenants if a landlord fails to offer a reasonable repayment plan;
• Establishing a minimum of a 14-day length of stay at a hotel, motel or at other non-traditional dwelling situations in order to trigger the application of this proclamation to those dwelling situations; and
• Allowing owners to evict tenants if the owner plans to occupy or sell the property, after providing at least 60 days’ notice; and
• Exempting commercial property rent increases that were executed in a rental agreement prior to the date the state of emergency was declared, on February 29.

Other restrictions, including the prohibition on assessing late fees or other charges, are continued in this order.

The proclamation also encourages landlords and tenants to communicate in good faith with one another, and to work together on the timing and terms of payment and repayment solutions.

Washington state reopening plan Safe Start: what does the phase 1.5 mean?  Will there be haircuts or can we go eat at restaurants??

Washington state loosens restrictions for phased opening as shutdown order approaches expiration amid the coronavirus pandemic in the United States.

As of mid-May many states around the U.S. have started to reopen the economy after months of being shut down to stop the spread of the coronavirus. For example, counties across Washington state will enter a phased reopening program as mandated by Gov. Jay Inslee on Friday.

Counties in Washington State that are currently in Phase 1 can apply to move to a modified version of that phase, which could allow more businesses and activities to reopen, like California did as of 30 May. This could be called Phase 1.5 said the Gov. on Friday’s news conference.

“We’re anticipating a number of these probably coming in about the same time,” Inslee said. “We want to thoroughly evaluate those. We want to have conversations with the local health department. Again, we may have questions about the application, but we also want to make sure that we fully understand their capabilities and capacities and that of the community to effectively control and continue to suppress this virus.”

Inslee on Friday announced modified requirements for counties to be eligible to move to Phase 2, including requiring them to have an average of less than 25 new cases per 100,000 residents over 14 days. Previously the requirement was less than 10 new cases.

Inslee said the earliest counties could move to Phase 3 would be 3 June and starting 8 June workers will be required to wear face coverings unless they have no in-person interactions. Employers must provide face coverings, though workers can also wear their own if they meet minimum standards.

New Mercer Island food company finds success amid pandemic
Goodness Grazers, which launched in January, started operating in Mercer Island a few weeks ago.

In January, Mercer Island native Maggie Dickinson started Goodness Grazers, a company specializing in intricately designed food platters and grazing tables.

Like most people, Dickinson did not anticipate at the time that in just a few months, the world would essentially be put on hold in response to the COVID-19 (coronavirus) pandemic.

While businesses have struggled to stay afloat in light of mandatory health regulations, Dickinson’s company has not only managed to acclimate to COVID-19 conditions — it’s gained momentum despite them.

Goodness Grazers’ biggest selling point, Dickinson said, has stemmed from a recent launch of “stay-at-home” to-go boxes, which have been a hit.

“It actually kind of put me on the map,” Dickinson said. “I think without the COVID situation, I might not have started picking up business as quickly as I did, which is pretty surprising.”

Dickinson, who lives in Queen Anne, had been using a kitchen space in Ballard for Goodness Grazers’ first few months. But a few weeks ago, Dickinson relocated to a commissary kitchen space at L’Experience Paris in Mercer Island.

Does bleach kill mold?
No, bleach does not actually kill mold. It’s easy to find How To articles online with people claiming to have solved their mold problems with a rag and a bucket of bleach, but the truth is more complex.

With bleach, you can “clean up” your mold, but that won’t kill it. Bleach is a cleaning agent that’s categorized as a germicide. It kills germs. 

The thing is, mold doesn’t technically count as a germ. It’s defined as a living organism. To kill mold, you actually need an agent that’s capable of rupturing its cell walls, and that means using a biocide. 

If you do use bleach to try and clean your mold problems, you’ll be left with a nice clean surface that smells nicer, but the mold won’t be gone. It’ll simply begin to grow on the rag and any surface said rag touches.

What is mold?
Molds are a kind of fungus that exist in almost every environment. There are many different species of mold, their colors ranging from white, black, green, orange, and even purple.

Where can mold be found?
Mold can be found both indoors and outside, though mold thrives in warm and moist conditions. This is why you tend to find mold growing in bathrooms, basements, and kitchens. Mold reproduces via spores released into the air. These spores are tenacious and can actually survive in harsh environments, even in places that are dry and don’t support mold growth.

Am I in danger if I live or work around mold?
The danger of living or working in environments with mold depends on a number of factors.

Mold produces toxic chemicals called mycotoxins which can attack your immune system, leading to a number of different health complications. The degree of damage can vary from minor to serious problems.

The government is weighing another coronavirus relief check for 2020. If the package passes, it'll put more IRS stimulus money in your pocket. Here's the status today and what could happen next.

Washington is already working on the second round of stimulus payments for US taxpayers.

Will there be a second round of stimulus checks? That outcome seems more likely now than it did when the relief package for the first coronavirus stimulus checks went into effect. Now, Washington is in the process of weighing a new economic proposal -- called the Heroes Act -- for additional payments in 2020. The Heroes Act would supply an extra $1,200 per person on top of what the first round of relief checks provided. Worth $3 trillion in total, the relief package passed the House of Representatives and has moved to the Senate.

The goal of a second stimulus round is the same as the first: to help keep a shaky US economy from crashing. And the pressure is mounting. Last week, the US Bureau of Labor Statistics reported that 38.6 million Americans sought unemployment benefits (PDF) in the past 10 weeks. And in some states, unemployment has already reached 20%. During a recent Senate hearing, chair of the Federal Reserve Board of Governors Jerome Powell called for additional economic relief. And earlier this month, the International Monetary Fund forecast a deep global recession that could become the worst since the Great Depression.
