Meanwhile, California lawmakers are proposing a bill that would ban law enforcement officers from concealing their faces during operations.

The New York City comptroller was placed in handcuffs Tuesday after a scuffle at the immigration courthouse. He was escorting a defendant, and Homeland Security said he was interfering with ICE agents.
