However, Tshwane continues to face significant issues, including hijacked buildings turned into informal settlements with over 300 shacks, unresolved billing system problems, and escalating overtime costs, which amounted to R601 million in the 2023/24 financial year. In response, the city has implemented a cap on overtime, but concerns remain about its potential impact on service delivery.
