The reality is that it could be working, but then again, it could. Be a nightmare! But it is not a benefit if you do not understand that you have rights as an individual. 

The first intend regarding federal services is to first not harm.  I can see that the public education system operated in the State of Nevada has just continued to underfund public institutions that serve children living in high poverty as all of our public schools are operated by local control.  I moved to the Entertainment Capital of Nevada, where local people are denied the ability to engaged in the oversight of the failed services.   I understand how the pupil-centered funding model is being applied.

As it stands, they are allocating teachers and other staff positions, and then when it comes to implementation, it was only the principals that make the decisions as to when it comes to services. No services have been designed to transition students who are below grade level to grade level.  

What is and Adult Diploma under the Nevada Admistrave Codes (389.017)

An adult, high school program, established by a school district or 

An alternative program for the education of pupils at risk of dropping out of school?

So let me get this right you are considered at risk if you are in high school and credit deficient, right? What is public education really all about where there is simply no accountability of the public sector's failure responsible for creating sustainable options with the federal allocations of support for Neglected and Delinquent?  

And what we don't get is that for every 100 children deemed to be at risk, the local district is receiving one million dollars for every one hundred.

There is an Advanced Diploma (NAC 390.430), A diploma awarded to students who complete the requirements above and beyond what is required for a regular diploma. 

Of course, there is this Stand Diploma NAC(390.061), A diploma that evidence pupil graduation from high school but is not an adjusted diploma or an adult standard diploma.  

Where would we be without the Alternative Diploma under AB(64), which is awarded to students with significant cognitive disabilities who pass an alternate assessment prescribed by the State Board of Education. 

And then perhaps where we all wanted our children to achieve is the infamous College and Career Ready CCR Diploma under (AB7)

A Diploma which includes college-read endorsement that reflects students who have completed certain coursework or obtained experience that makes them qualified for and prepares to succeed in college with the need for remediation; and a career-ready endorsement that makes them qualified for and prepared to succeed in post-secondary education or job training in high-demand occupations.   

 So for children who are struggling in the public schools who have been transferred to a program that has nothing to do with ensuring that you are being provided a greater grade-level student achievement, then you need to request a full educational evaluation that would demonstrate your child true ability to engage in the public education process.

How do you know what type of Diploma you are on track to receive?  So many questions as to how they are documenting services that are beneficial to all children.  

Adult Diploma (NAC 389.017) A diploma  evidences the graduation from  high school of a person who has met the requirements for graduation through

Advanced Diploma NAC( 390.430)

Standard Diploma NAC (390.061)

Alternative Diploma (AB64)

College and Career Ready CCR Diploma AB(7)

Just how they are demonstrating the continued support is relevant to the individual support of all students?

As American citizens, we all have a responsibility to participated in the maintenance of services.  Our children are dying because of a lack of engagement. There has been no accountability since Brown vs. Board of Education.  Where are the Black Community members who should be outraged because of the lack of outcomes.  I understand that I am one of many who are citizens who are enraged by the Black community's lack of outcomes. In America, we all must value the public services sector.  The oversight process eliminated overtime for the Black community. Suppose we understand the Magnet Schools' intent and the understanding of integration and all across American where Magnet school are operating these schools in their presentation of public services.  And Magnet schools have been very successful, which demonstrates America's greatness has always been working together. 

Let us all understand that there is no Catch-Up in the public school system. As Americans, we all have a responsibility to participate in the outcomes and examine the children's educational options.  The oversight process is established by the receipt of the federal funds, yet; all Americans do not participate in the "maintenance of effort"  My journey has provided evidence that all people have access to only what they understand that the benefits are out there. The reality is a closed mouth can not be feed.  

My journey brought me to Las Vegas three years ago with a desire to understand just what was going on in the lack of educational attainment and the lack of outcomes for all children.

Yet the lack of sustainable options for Black Americans and the creation of programs, not educational services, where children could reach educational attainment of age appropriated behavior.  

Critical is understand that a state is only responsible for being involved in the process of educating your children. You are the one who has the choice to battle for the services that all children are entitled to "IDEA 2004"!

As an American, where has been your level of participation.  How many Americans understand the local role in the unset of public education as a journey.  

I can honestly say that there are far too few local community people affected by public policy issues, and our children are not making it now. It is not a matter of skin color. It is a matter of wealth and access.  

I can say that far too few children of color in Magnet programs have a defined content and structure, and people compete to get into these programs.   And the dollars do not flow to the children who are generating the funding.

The reality is that we have many talented people who are paying taxes, and we have far too few advocates in public education to make a difference for all children.  I advocate for all children, and before we can make a difference, we all have to understand that failure is also a choice.  My challenge to you is to understand that the last President of the United States of American demonstrated that we all must exercise our civic responsibility, and all of our voices must be heard.  They can not exclude us from the conversation as we control the narrative and no more of the lies told on the television.   Failure can never be an option for a successful parent we all can talk about doing better! 

Honestly,  what do you really understand about just how our local educational facilities are run?  Where do I begin? I have to start as all children don't make the same level of progress at the same time or same intervals. 

Let's see; public education is organized within the states. We have local schools and county programs, and these programs are designed for the county to provide services for all the children in the local cities across America.  For children who don't fit in traditional schools.

I must request; however,  we all level up regarding participation in the local control outcomes if we say that we all Americans.  We all need to understand how the local people choose not to organize or how segments of the population are denied access to the information as if somehow by not producing the public information that the most affected community are allowed to communicate the failed programs we know alright already.

303.5 At-risk infant or toddler.

At-risk infant or toddler means an individual under three years of age who would be at risk of experiencing a substantial developmental delay if early intervention services were not provided. At the State’s discretion, at-risk infant or toddler may include an infant or toddler who is at risk of experiencing developmental delays because of biological or environmental factors that can be identified (including low birth weight, respiratory distress as a newborn, lack of oxygen, brain hemorrhage, infection, nutritional deprivation, a history of abuse or neglect, and being directly affected by illegal substance abuse or withdrawal symptoms resulting from prenatal drug exposure).

Understand that the beginning of public education starts with you! So if children do not have the tools to access public eduation, what happens?

We all need to understand who is the overseer of public education and that would be you, my friend just, because you have never chosen to the public up the burden of oversight, is not demonstrating just what your role is in the oversight process.  Integration affected us as Black Americans as we have had not established a role in the oversight process until now!  We are living in an Amazing age as we can use public tools are public services to empower selves and share information as me sharing this powerful message Anchor!  2021, an amazing tool that allows us to navigate our purpose in life!

It really is December 2020, and I really am 62. My life has been extraordinary as a single parent of three young Black Americans.  The ages are irrelevant as they are beyond school age.  The journey has been that I had the ability to participate in the educational process of my children.  

I decided to do this podcast as so many people participate in the public process and have no role in the outcomes or the oversight.  I sit back in amazement that there are far too many children in the 12 grade who are credit deficient.  Where is the alarm that a local community should have set the alarm bells off.  Yet, we allow children who have little or no support to continue to fail and become explosive individuals as they are a burden to the system.  

The journey began at birth there are a lot of resources for young parents at the United States Department Of Education as their resources are available to all of the united states.

We all have to begin at the beginning if we are not planing for our families to understand that we must plan for our children's educational journey.

Public education is not a gift provided by states across America. It is actually something that is paid for by our tax dollars as Americans.  As people living in America we. All share in the responsibility to engage in the oversite process for public outcomes.   It isn't easy to understand public education, and we always have to go back to the understanding of sustainable options for local inhabitants.

So we must understand that there has to be a maintenance of effort for the 1946 civil rights act in American. We must begin to question the maintenance of effort for Brown vs. Board of Education, which enabled Black to attend public educational facilities. 

I wish I could tell you that when you have a child that the pathway is clear.  Unfortunately, it is not public education that requires oversight, maintenance, and measuring the benefits for your children.
