The first premier of PEI post-Confederation, Lemuel Owen would craft the Railway Act that bankrupted the colony and pushed it towards joining Canada. He would also attempt to answer the Schools Question on the island.

His most notable accomplishment was creating the Land Purchase Act, that still impacts PEI to this very day.
