The Minister of Rural Development and Land Reform, Gugile Nkwinti, has proposed limits on farm land ownership. During his budget vote speech, the Minister said small, medium and large-scale farmers would only be allowed to own 1,000, 2,500 and 5,000 hectares of land respectively. Meanwhile, the African Farmers Association of South Africa says the minister's proposal caught them by surprise.
