Honourable Minister,

Since July 20, 2016, Mr. Enoch Ruhigira, New Zealander citizen of Rwandan origin, is detained in Germany on a vicious and quite suspicious arrest warrant issued by Rwanda.

Indeed, Mr. Minister, Mr. Enoch Ruhigira was arrested while in transit at Frankfurt airport on an alleged request of Interpol. However the fact of the matter is that Mr Ruhigira is not on the list of Interpol.  Despite this, the German justice has decided, against all expectations to give the Rwandan government, a government he has fled for political reasons (which had justified his political refugee status by the UNHCR), three months to submit evidence against him.

We would like to recall that in his letter Ref: CC / 93 / R445.14 / C2080.15 whose copy in our possession, the Secretary of the Commission for the Control of Interpol Files informed the complainant that he had been removed from the list of wanted persons. With this reassurance from Interpol Mr. Enoch Ruhigira has travelled several times outside of his home country New Zealand to other countries in Asia without any problem from
