Area leaders heard from James Mathy, author of “Milwaukee County's Plan to End Chronic Homelessness," to plot a course forward to address the regional homeless crisis. Milwaukee followed a plan that put housing first for individuals. The idea, with shelter taken care of, individuals can work on other areas of self-improvement.
